Description

The Neutral Conference for Continuous Mediation began in Stockholm on February 10, 1916. It was organized by members of Henry Ford's "Peace Ship" with the goal of encouraging the governments of neutral nations to negotiate a peaceful end to World War I. Representatives from the United States, Denmark, Holland, Norway, Sweden, and Switzerland organized to secure the cooperation of their nations in offering official mediation. The American delegates were Rev. Charles A. Aked and Emily Greene Balch. Louis P. Lochner was the general secretary of the Conference. On May 18, 1916, the Conference issued a manifesto asking belligerent nations to participate and laid out three general activities: mediation between belligerents, propaganda to build public support for peace, and scientific study on the political problems.

Growing out of the Conference and peace expedition was the International Committee for Immediate Mediation, which aimed to connect peace activists and initiatives around the world to quickly end hostilities. In June 1916, the Committee sent unsuccessful envoys to England, Germany, and Russia. Rosika Schwimmer, who was the guiding force of the Committee, traveled to the United States in August to gather support. She was successful gaining sympathy in some corners, but she also faced criticism; and the Committee's efforts to negotiate terms of peace were not successful. Aked withdrew from the conference in frustration in July 1916, and by December 1916, the conference was reorganized into an International Commission. Its aim was to influence public opinion toward peace. Henry Ford discontinued the conference on March 1, 1917, as the United States edged closer to entering the war.
