My dear Mr. Baker:
May I introduce Mr. Louis P. Lochner, who has been acting as General Secretary of the Neutral Conference sitting at Stockholm. Mr. Lochner is able to give a very interesting report of the opinion reflected at the Conference by rather distinguished delegates from five European countries, and I am sure you will be interested in hearing him. I hope I am not presuming upon the courtesy you so kindly extended to me when I was in London.
