Born Alice Kellor, Frances Kellor changed her name while attending Cornell Law School, from which she graduated in 1897. She became involved with women’s athletics, encouraging women to take on sports considered less feminine. Kellor went on to study criminal sociology at the University of Chicago, and helped develop the theory that criminality was primarily shaped by environment. Working in New York City, Kellor became involved in the labor movement, publishing Out of Work (1904), a study of the unemployment and Americanization of immigrants. She was secretary and treasurer of the New York State Immigration Commission (1909), chief investigator for the Bureau of Industries and Immigration of New York State (1910-1913), and director of the National Americanization Committee during World War I. Kellor took on a leadership role in Progressive Party politics, working for Theodore Roosevelt’s 1912 presidential campaign, Charles Evans Hughes’ campaign in 1916, and running the Party’s popular agitation campaigns. After the passage of the Immigration Act of 1921, Kellor switched her focus to the study of international law; she founded the American Arbitration Association, which worked to settle international disputes. Kellor carried on a long-term romantic relationship with Mary Elizabeth Dreier, head of the New York Women Trade Union League.

Kellor met Addams during her years studying sociology at the University of Chicago (1898-1905). By 1906 she was advising Theodore Roosevelt on immigration reform. Both she and Addams were members of Theodore Roosevelt’s “Female Brain Trust,” and Kellor took charge of publicity for the Progressive Party. Kellor, Addams, Florence Kelley, and Margaret Dreier Robins drafted the social justice platform for Roosevelt’s 1912 Progressive campaign platform. Addams and Kellor both served as delegates to the Progressive Convention of 1912. After the election they collaborated to create the Organization of National Progressive Services, which Kellor headed after 1913.
