At the International Congress of Women at The Hague in April 1915, delegates formed the Committee of Women for Permanent Peace (ICWPP) and elected Jane Addams as its president. At the close of the Congress, the Committee members then visited countries across Europe to advocate for peace. Addams, Rosa Genoni, and Aletta Jacobs visited Austro-Hungary, Belgium, Britain, France, Germany, Italy, and Switzerland. Taking on Russia and the Scandinavian countries were Rosika Schwimmer, Emily Balch, Chrystal Macmillan, and Cor Ramondt-Hirschmann. Surprisingly, this "amateur diplomacy" was fairly well received, and various foreign ministers met with the delegations. Addams was hopeful about the visits and also felt confident that President Woodrow Wilson would keep the United States out of the war. Yet the sinking of the Lusitania on May 7 ended any hope of continued American neutrality. The work of the ICWPP was mostly for naught, but it had succeeded in raising awareness of peace initiatives and laid the foundations for the women's peace movement.

After the war, the ICWPP met in Zurich in 1919 and became the Women's International League for Peace and Freedom (WILPF).
