Dear Friends,

The 21st inst. I received the following cable from Madeleine Doty:

"Can you remain to end of October. Prefer sailing tenth instead of first. Have plans for raising money. If not possible cable."

As I never could record any success in the way of money-raising myself, I do not want to be an obstacle of a fellow-workers success and feel obliged to accept this change of term. Although I find it difficult to continue the work in a discouraged state of mind, I shall try to make good use of this additional month; I shall wait for the end of the Assembly and then issue a double number of our News Letter, so as to be able to include in it the most important results of its work, together with some resolutions of Congresses held in Geneva which are of a special interest for our work.

On September 13th, we had agreed with Marguerite Gobat, Mrs. Ramondt and Miss Courtney to leave the first circular letter to the sections re Object and Agenda of the Dublin Congress to be issued by Madeleine Doty. But as this would now mean a whole month more of delay, I must ask the sections for their suggestions early in October.

Question I. Do you agree with putting the matter before the sections without mentioning the suggestions that have already been made?

Mrs. Kingston writes on behalf of the Irish Section:

"Your offer of help is much appreciated and I think we will decide to send to Geneva the text which we want to be forwarded and have it sent out from there owing to the difficulty of translating it here.

Most of all, the help you could give us would be to let us know how much we may depend upon Geneva for financial assistance, and how much we must rely upon our own resources, -- which I am sorry to say are at present very slender!"

Will you kindly give me your opinion on this matter, so that I may be able to pass it on to Mad. Doty. In the meantime I shall ask for an exact budget of what the local expenses will amount to. I think we can afford to pay printing and postage of the propaganda material to be sent out from here, as it can be made part of what we are sending to our members, or at least be sent out with our own publications.

In view of the fact that the Second Commission of the Assembly has adopted the French proposal for [authorizing] the Council to prepare an International Economic Conference, we have to consider whether Free Trade would not be the most important object for our propaganda of [page 2] next year and even for our Congress.

Mrs. Larsen Jahn's proposal for an Educational Subcommission in the League of Nations.

Mrs. Larsen Jahn has done excellent work indeed; first she spoke in the Fifth Committee with the result of obtaining a financial basis for the work of the Subcommission on Child Welfare. Subcommission of the Committee of Intellectual [Cooperation], including not only educationists in the broadest sense of the word, but also representatives of pacifist [organizations] "which have been founded during or after the War." This proposal was referred to the Council.

Mrs. Larsen Jahn wants us to support her proposal before the Congress ↑Council↓ by sending a request to that effort to the Secretary General, including in it an enumeration of some [organizations] we want to have represented (World Federation of Education Associations, New Education Fellowship, Institut J. J. Rousseau, W.I.L.P.F. etc.) and asking him to put our request on the list of suggestions for the next Council Meeting. If this is done soon, she hopes that it will perhaps be on the top of the list and this may be an advantage.

Question II. Do you agree with my sending such a request to the Secretary General?

I shall wait for your answers to questions I and II until the 7th of October, so as to give my letter the time for arriving in America.
