My dear Mr. Foulke,
It will give me great pleasure to come to the next meeting of the National Municipal League next November to make a short address at the opening meeting, but I hope very much that you will be so far recovered that you will be able to give the usual President's address. I have always had a bad conscience in regard to my connection with the League. I do nothing much for it, but I do not mean to shirk a direct request.
