Dear Miss Addams: --
You will remember that at our last annual meeting in Washington, December 1911, a Committee on Unemployment was formed, with Prof. Henderson as chairman. You are one of the members of this committee and one of the duties is set forth, as follows, in the resolution: "It shall be the duty of this committee to make a report of its activities each year to the American Association for Labor Legislation."
At our International Conference in Zurich, in September, I got from Prof. Henderson a brief report of his work on the unemployment problem during the year, and I have written to Mr. William Hard and mr. William Leiserson for supplementary reports. I hope we can stir up some intelligent interest in this subject by making a special feature of this annual report.
My idea is that, in addition to the individual activities of the members of this committee, we might well include significant developments in this field, and make the report really worth while from the beginning. I hope you will write down for this purpose any suggestions that may occur to you, in order that we may bring all of the material together early in December.

P.S. -- At the International Conference in Zurich, in September, Prof. Henderson drafted by-laws [page 2] for the American Section on Unemployment. He did this at the request of the International Executive Committee and the International officers have O.K'd. his draft. This will be submitted for adoption at our meeting in Boston, Saturday afternoon, Dec. 28th.
