At the request of the Secretary of Labor, under the auspices of whose Department the next meeting of the International Congress on Social Insurance is to be held, I take pleasure in inviting you to serve as a member of the Committee on Organization of the Congress which is to be held in the City of Washington in 1915 in pursuance of an invitation extended by the President of the United States.

A list of the names of the ladies and gentlemen composing the Executive Committee and the Committee on Organization of this Congress is enclosed herewith for your information.

It is proper to add that expenses which may be incurred by you in attending the meetings of the Committee on Organization cannot be defrayed by the Department of State.
