Dears Miss Addams:
I am exceedingly sorry to have to bother you with W.I.L. matters so soon after your return, but the enclosed notice from Geneva having gone to our International members, I am writing to ask whether it was done with your knowledge. You know it has always been our policy to do it from Washington, and I fear this will upset every State and local Branch, as well as our National finances.
I will not take your time to discuss the personal issue between the International and National secretaries which has without doubt brought it all about. The National Board is also quite concerned about the Pax, which seems to be at the root of it. The Board sent the enclosed letter to [Madeleine] D. which explains itself.
I want you to know that the mailing company has taken just as long to get out the Pax as our own office takes, and I think we shall not be willing to vote to keep on paying for this outside help when we can do it ourselves in just as short a time. It is not a matter of getting it to Washington from Geneva. It has nearly always taken fully three weeks -- whereas M. Z. D. insists that it takes ten days. It is only a question of fact and not of debate. Several Board members are getting dissatisfied with paying a salary to M. Z. D. from National funds, so that it is a particularly unfortunate time for anything like the incident in question to happen.
There is a great deal more I should like to say but do not want to trouble you, except to ask you to advise me as to this one affair.
