My dear Miss Detzer:

I am much impressed with your suggestion that a small, informal, and unofficial meeting of experts should be held to discuss the question of protection by governments of their national (persons, property, and claims) in foreign countries. You are quite right in assuming, I think, that recommendations which might be drafted by such a conference would be much more effective than a mere senate resolution.

The effectiveness of your conference would depend in large part of course upon the persons selected to attend. The personnel would have to be determined after very serious [thought] and should include persons representing a variety of interests.
