Dear Emily Balch,
Thanks ever so much for your letter. There is so much to do that I am not going to take the time to write a personal letter but get right down to business.
First about the Congress. You will be glad to hear that some days ago I circularized our National Sections about the suggestion of the U.S. that the topic for the Dublin Congress should be "The Next Steps Towards Peace." You will be pleased to hear, wonder of wonders, that both England and Germany think this a good idea and are for it. France has also agreed, so I imagine this pretty well decides the thing. I will look up arrangements voted at Vienna and do my best to carry through the plans for the Congress as already voted.
You will also be pleased to hear that in the letter from England from Miss Courtney, agreeing to the topic for the Congress, she invited me cordially to come to London in December and offered to arrange a meeting at which I [am] to speak. [page 2]
I haven't time for more now as I must get the material ready for the Bulletin within the next three days.
I love this old house and Geneva and already find myself very much at home. I confess that I intend to move things around a bit and I know you will back me up in not feeling that if you have placed a table or a chair in a particular spot that makes it sacrosanct and never thereafter to be moved. As I tell you prepare for changes. If I don't do anything else I'll keep all these darn National Sections awake trying to guess what I am going to do next.
