I beg to enclose herewith a copy of letter received from the President of the American Institute of Criminal Law and Criminology, regarding the scope and plans of a special committee for the investigation of the problems connected with Crime and Immigration. I believe it will be somewhat difficult to bring together the committee for the exchange of views and we must, therefore, rely upon correspondence. May I ask you to kindly make some suggestions at your early convenience regarding the specific questions that should be considered by the committee, within the general outline as given in the President's letter. I should appreciate it also if you would kindly let me know what special subject within the scope of the Committee's work you personally would prefer to report on if such subject were assigned to you for investigation or consideration.
