SUGGESTIONS FOR INTERNATIONAL CONGRESS, 1923.

1) Subjects of Discussion should be grouped round one main issue to be arrived at and agreed upon by correspondence with the National Sections.
2) National Sections should arrive at place selected for Congress two days before opening, to become acquainted with agenda and to appoint members to sit on committees.
3) The different Subjects should be remitted to committees composed of delegates representing each section.
4) The committees should meet in the mornings and the full conference in the evenings -- all delegates to sit -- on at least -- one committee.
5) The Committees should submit reports and resolutions to the whole Conference for discussion, adoption and rejection.
