May 11, 1921.

Dear Miss Addams:

Miss Richards writes me that considering her previous obligations for the summer she cannot accept your invitation to go over to the Congress, and that she has so written you. I have no doubt that you have already heard from her, but lest her letter should fail to reach I am briefly sending the word.

My mind reverts to Miss Haley. During the War we had to consider selecting persons who were standing out as pacifists, and were not afraid of being so labeled. But now I should think we could take up with people of force whether lined up as "pacifists" or not, who strongly believe that there are better ways of settling disputes than by fighting over them. I am sure Miss Haley is of this class. She is a liberal Catholic. And she has a powerful and persuasive personality, as well as a pleasing one.
