Dear Miss Addams

I want to tell you how much I regret two acts of mine (both out of order) in connection with the Washington meeting. First that I offered you advice as to what you should or should not say regarding the Four Nation agreement. (I refer to the reference you desired to make at the Wash meeting). My second [page 2] error in [judgment] and order was that I was one to block Mrs Lewis resolution regarding an expression of confidence, for the conference. I have expressed my sorrow to her.

These are the days when it is hard to distinguish between loyalty to what seems right at the time and fairness for absolute rights of free speech and open discussing. I don't remember ever being guilty of attempting to silence the other side before this. Regretting that all the [page 3] publicity was not as good as we should have had, although to those who love so the newspapers there was certainly much of it. I am
