Sir/(Madam)Every thinking man and woman must admit that after the cessation of hostilities a resumption of international relations will become a vital necessity.
The only difference of opinion which might arise would be as to the best methods by which a successful result could be obtained.
To study and discuss this most important question an International Committee has been organized in Bern, whose purpose will be to collect from all competent persons an opinion concerning the best means to restore international intercourse.
