Description

The Nederlandsche Anti-Oorlog Raad (NAOR) was a pacifist organization begun in October 1914. It sought to mediate between warring parties and issued propaganda and public speeches opposed to war. The NAOR organized a Hague conference from April 7 to 10, 1915 attended by delegates from neutral and belligerent countries which created the Central Organization for a Durable Peace, and worked to "consider by what principles the future peace of the world would best be guaranteed." Following the conference, they called for a standing conference of delegates of neutral nations to sit until the end of the war and help with negotiations to end the fighting. The NAOR urged the participation of the United States and other neutral nations and attempted to set up talks with belligerent governments.
