I think of course that Mrs Kelley was one of the finest public officers I have ever come in contact with. She had great difficulties in Ill. There had been no factory law before the date of her office: the [manufacturers] ↑resented↓ the ↑very↓ existence of a law, they resented having a woman as inspector and they resented her rigorous enforcement. She had the hardest possible situation to fill, and she discharged the duties of her office with striking ability and success.
The very law abiding habit she [page 2] established carried us half way through the next inspector's term of office, but we have sadly fallen since and are only now beginning to really pull up. I can write any number of details, if they will be of any use. Faithfully yours
