My dear Mrs Blaine

May I congratulate you personally as well as the City Homes Ass'n for the valiant service you have given during all these weeks.

It was really your perception and determination which carried us through the difficult issues and I am sure you will let me say how much I admire it.  [Enclosed] please find the various accounts.  I am writing out the Boston address on Trade Unions [page 2] for Harpers Monthly and will send it to you.

I want to tell you of a remarkable discussion I had with Pres't Eliot of Harvard on the "closed shop." Sometimes one is almost reduced to praying for the scholar as well as the laborer they both seem <so> limited by environment.
