I do not know what changes may occur in the staff of the Tenement House Department on January 1st as the result of Tammany's incoming, nor do I know whether our Chicago friends who are interested in Tenement Reform need any expert help, or as to whether there is an opportunity for expert help in connection with your City Departments. It does occur to me, however, to say that if Tammany should dispense with the services of Mr. Charles B. Ball, our Chief Inspector, a Yale graduate, long head of the Sanitary Department at Washington, D.C., there would be the opportunity to obtain the help of a very valuable and experienced man. His salary here is $3,000, and he is at the head of our Inspection Department. He is a gentleman of reputation as a civil engineer, particularly in sanitary matters.
