My dear Miss Addams: --

Having just returned from China, where I spent two months at Canton and also visited Hankow, Shanghai, and Peking, I am venturing to send you a copy of the statement which I was requested to prepare on my arrival at Seattle.

Perhaps you have already seen Dr. T. Z. Koo's article in the "New York Times," but to make sure I am enclosing a copy of it also.

The Chinese whom we are working for and with constitute the saving factor in the whole situation -- the moderates of the Nationalist movement. They frankly and definitely ask our aid. What you give now will count as never before.
