The following article embraces material which was collected in Chicago September 4 and 5, 1903, under a Committee appointed by the Federation of Chicago Settlements. At that time it was hoped that an ordinance might be secured affording some degree of protection to the children herein described.

It has not yet been possible to obtain such a measure, and in the belief that the public apathy is the result of ignorance of the real situation, the Committee offers this reprint from the Annals of the American Academy of Political and Social Science. It is written by Mr. Myron E. Adams, who have the Committee most valuable assistance in the investigation of the conditions of 1,000 newsboys working within the "Loop" and in six typical outlying districts.

There has been no essential change in the Chicago conditions since this article was written, and the Committee believes that it fairly portrays the present situation.
