Dear Emily Balch --

Thank you so much for these letters. I quite agree with you about China, I would rather spend the money on Mexico when we already have a section & the women could do a bit more than the Chinese women could. Perhaps we could talk it over at the annual meeting in Cleveland. I should like to suggest Mrs. Grover Clark already in Peking, unless you could go later & come back via Honolulu!

Do you think we could appoint Mrs Taussig to receive the money for the International? We are of course not incorporated but could we not copy the [page 2] [enclosed] and both of us sign it as representing the International in the U.S.A.

It is hard for me to do any thing about it out here but I am sending you several signed sheets to use as you think best. I am sorry to shove it all onto you but you are nearer N.Y. and would best begin the correspondence with the lawyer. Why is it the Int. rather than the Nat. who decided it?

Always devotedly yours

Jane Addams

P.S. We leave here April 6" going directly to Chicago.
