May I congratulate you on the [organization] already effected for the International Congress.
I am sure Miss Curtis will be able to arrive here by the end of September and that she could adequately represent our Committee. I would if possible suggest another delegate from the U.S.A in her personal capacity: Edith [Abbott], dean of the School of Social Service Administration, University of Chicago.
All of the foundations you name have [page 2] their headquarters in New York; it might be well to have one from another city.
