As I understand it, you purpose making some revision of the newsboy ordinance with a view of submitting it to the Daily Newspaper Publishers' Association for conference and suggestion. I have so advised Mr. J. C. Shaffer, President of the Association, with whom, as I understand it, you purpose communicating on the subject. You spoke of Mr. McCormick of The Record-Herald. Mr. McCormick withdraws from Chicago newspaper work on the first of the month.
