My dear Mr. Moss:
I have given your letter very careful consideration and am very sorry indeed to decline. I quite agree with you that there should be careful etiquette in regard to the flag. I think we have been most careful at Hull-House, possibly because I learned the code very thoroughly when as a member of the Chicago School Board I was Chairman of a Committee responsible ↑among other things↓ for the flag raising and lowering on the various ↑school↓ buildings. I believe in a very careful visual ↑formality↓ in everything relating to the flag but it seems to me that the Association you are founding is a little more elaborate ↑elaborate & ritualistic↓ than I, with my Quaker ancestry and upbringing, am quite ready to [go into?] ↑endorse↓.
