Dear Miss Addams,

You have been informed by cable of the decision of the International Executive to hold a Congress at The Hague on 7th December, and I do hope most ardently that we shall have you among us. I have been asked to make a rough draft of resolutions which the Agenda Committee now has and will return to me with their opinions for amendments. I know that the time is too short to allow of your doing the same, but I should like you to be as well informed as possible of what we are doing over here and I, therefore, send you a copy of the first Provisional Draft. You will understand that this will doubtless be considerably amended by the opinions of the others when I get them.
