Due to a slip-up here at the office, Mr. Kellogg's cablegram of August 15 has never been confirmed. The full cablegram was, as follows:

Beg you send Survey three thousand word article reach here September twentieth for publication just before Harding conference Washington. Title weavers of peace. Subject gains made since armistice by voluntary human forces all nations get in touch with each other. Labor, youth, scholars, liberals, but outstandingly the women's movement.
