TO MEMBERS OF THE EXECUTIVE COMMITTEE AND NATIONAL COUNCIL:
Enclosed is a suggested form of a letter to President Obregón together with a copy of a memorandum submitted to the Executive Committee by the Mexican Committee. It is the suggestion of the members of the Mexican Committee with whom I have been able to get in touch that the Association could best serve in the present situation by telling President Obregón in the way here indicated that we hope he will see fit to give the minimum guarantees required by our government.
It is important that we know if possible, before August 15 whether the members of the Executive Committee and National Council favor this procedure. Will you not therefore let us have your judgment, as soon as possible on both the general idea and the exact form of the suggested communications?
You will of course appreciate that since this is not to be an open letter, publicity in reference to it would be unfortunate.
