Dear Miss [Addams]: --

So far as I am personally concerned in the work, it is purely philanthropic. I have already given 10 years without pay to the promotion of a World Center in the hopes of establishing International Laws that will not only secure justice between Nations but [ensure] a righteous system of dealing between man & man.

I was Secty of the first Referendum League in United States and while Nat'l Treas'r of The Patriots of America in '96 tabulated the returns from about 2 million Ref. Ballots sent out by the order. This ballot separated the question of the manufacture & sale of intoxicants from the Presidential [page 2] [candidate] & was sent out through the Dem. party of the north, the known liquor party, and the returns showed 58% in favor of prohibiting the making of whiskey.

This shows that if the question was put to the people separated from all other questions, it would carry.

I have a letter from Miss Frances Willard, written at the time, in which she states that this was most important information & that she should urge the Referendum first.

I hope you can say something good for our attempt to <help> bring permanent peace by use of the films.

Sincerely Yours

E. B. Webster
