My dear Miss [Addams]: --

The new Reform Administration here has appointed a Consulting Committee in regard to Charities and Corrections, of which I am a member.

We have prepared the enclosed memorandum and have been requested to get your views in regard to its practicability and advisability.

I should appreciate it very much if you would favor us with your opinion and especially with such criticisms as may occur to you.

I will say that the Administration is working in good faith, but is somewhat hampered by the fact that there is no license in the State of Ohio for saloons. There is only a tax, which anyone may pay. It is impossible, therefore, to revoke licenses as is the case in many States.
