Jane Addams, Hull-House, Chicago:

"I take pleasure in testifying that Mr. Charles Howard Mills, who at one time had charge of the Boys' Club at Hull-House, possesses unusual ability to present in a clear, graphic enthusiastic style, the subject of public recreation and the necessity for providing the growing boy with opportunity for constructive self-expression.

"Mr. Mills left Hull-House to take charge of the Municipal recreation activities of Grand Rapids and has there worked out an interesting and feasible year-round scheme of city recreation. He is able to present both the scheme of activity and the reaction upon young people. Certainly these need to be understood if the increasing enthusiasm for recreation is to be profitably utilized."
