My dear Miss Addams:--
I thank you for your letter of the 14th inst. in which you enclose me a copy of a letter sent to Speaker Cannon. The suggestions made are valuable and appreciated.
I have for a long time thought no legislation affecting immigration should be enacted until a thorough study of the question is made by competent people. It is hard to say whether at this time a commission along the lines of your suggestion could be created. I wish it could be.
