My dear Lord Bryce:
May I present Mr. Louis P. Lochner, who has been acting as General Secretary of the Conference of Neutrals which has been sitting at Stockholm for several months. I am presuming to send Mr. Lochner to you, hoping you may be interested in his account of public opinion in the neutral countries as reflected by the delegates from six nations who have composed the personnel of the Conference.
