To the Officers and the Secretary of the W.I.L.P.F.
Dear [coworkers],
As it has unanimously been voted to hold the next Congress in the Balkans and as the discussion about it is on the March Agenda I beg to submit the following suggestions.
As stated before, the Congress is to be held in: [Yugoslavia], [Belgrade], Bulgaria-Sofia, Greece-Athens.
Supposed we begin on a Monday evening at [Belgrade], having our sessions there on there on Tuesday and Wednesday, leaving [Belgrade] by sleeper on Wednesday evening at 23:40 o'cl, arriving at Sofia next day, Thursday, 12:50. In the evening: Reception and on Friday and Saturday: Meetings. Sunday morning at 7 o'clock start for Nisch, arriving there 10:09, going on in the evening at 18:45.
We should be at Athens next day: Monday evening 20:56. Propaganda-Meetings on Tuesday and Wednesday and business meetings on Thursday and Friday. I mentioned the time table in details in order to inform you exactly what time we shall have to count with.
The [traveling] office here at Munich told me that trains in the Balkans have scarcely ever changed these last years and would probably not change in 1929. It would be possible to save one day if we could arrange to motor from Sofia to Nisch. If not, we could certainly use the time at Nisch for a meeting.
We ought to have official receptions, a [page 2] public evening Meeting and day meetings. As topic for the evening meetings I suggest:
Delegates' Reports on the political situation in their respective countries and W.I.L. work since 1915. For the day meetings: Minority questions; The Next War; a poison gas war.
Apart from the propaganda made already in the Balkans, it would be necessary to send one of our [coworkers] to [Belgrade], one to Sofia, one to Athens some weeks before opening the Congress, in order to make the last arrangements and to try to arrange meetings for delegates in towns not too far from [Belgrade], Sofia and Athens.
In order to get the money for this Congress it is necessary to begin already now with collecting it.
In case you agree with these suggestions, I should send them to the Executive and [they] could be made the basis of our discussions about the Balkan-Congress in March.
