Dear Friend,

Enclosed please find a digest of the Minutes of the International Executive Committee meeting held at Liège from March 12th to 18th. In order to save time and money, wherever portions of the Minutes have been printed in the April "Pax" we are using these and attaching a copy of "Pax" together with the Minutes.

We wish particularly to call the attention of the National Sections to that portion of the Minutes which asks for prompt attention to their part in regard to the China mission and the National Conscription Laws. The last two pages of the Minutes are devoted to matters which the Executive Committee urgently calls to the attention of the National Sections.
