Only a few hours after we had replied to your telegram, the programs had come by mail and we at once forwarded four hundred copies as you requested.
A letter from Madeleine Doty of March 15th sent me the following instructions: "1st, Send a copy of the multigraphed letter and two programs to all the colleges and universities [throughout] the United States; Second, consult Mr. Libby as to what he could do about distributing them. Third, send the program and letter to settlements, state branches of the Y.W.C.A. to any other such groups that you think [could] be helpful in advertising the Congress and Summer School. The only propaganda work that I am doing in America is to send six copies of the program to state chairmen. Also covering New York City."
I will enclose the copy of the memorandum sent to me by Madeleine Doty for you to see what she has done in New York. I feel you may need this.
