I have just been making notes for a half hour talk they are asking me to give at a Mass. WIL lunch & it has focused my mind on some of our problems.

I am wondering how it would be

(1) for you as Intl President to send a circular letter to Sections (through the Geneva office?) reminding them of our old custom of gathering together at [friends] (over) [page 2] on the occasion of our biennial congress enough to carry us through the two year period. We did not do this at Washington & have had correspondingly hard sledding ever since.

I do not feel any conviction as to whether such a letter should give any concrete data, such as

Budget of Geneva Office and other international expenses

Contributions offered by National Sections at Zurich, Vienna & The Hague

Contributions from National Sections since between Congress & since Hague

(Should the U.S. support wh. has always been purposely or accidently camouflaged) [page 3] ↑expressing the hope↓ hoping that this fact will make them more not less willing to pay $5.00 a year to sustain our international work and enable us to function as a ↑real & active↓ international body, explaining that ↑[illegible]↓ 2000 members would carry our int. budget and set you (and to a less degree the rest of us) free for [these] efforts than [raising] these few (but so-hard-to-get) thousands of dollars yearly for so big an enterprise as ours. etc. over [page 4] And asking if each member could get one additional membership at this New Years season.

These suggestions may not be wise at all. At any rate I submit them.

I am just establishing myself in Douschek or (little house in the Bohemian tongue) the beginning [Ja] familiar [illegible] nursery rigamarole that begins "there was a little house, in the little house was a little bath on the little bath was a little dish" & so on! Data as to associate memberships; & Wash. pledges thereas to. (?)

This brings me to a second point -- It strikes me that we should issue a letter to go out to all our U.S. Ass. Members (perhaps a New Years' personal greeting from you) informing them directly that what was their peculiar privilege of receiving the Geneva Bulletin has been extended by a special arrangement to our whole ↑U.S.↓ membership.
