My dear Mrs. Elliott:

I think your reply to Mrs. Johnson is a very excellent one and it seems to me that when we say "complete disarmament" we mean exactly what the physicians do when they say the abolition of tuberculosis. It may never be absolute but it is what we work towards. The present army and navy in my opinion are not a police force and it seems to me it is hardly fair to stretch the word in that way.
