My dear Mr. Penfield:

I did not reply to your previous letter partly because I was very much engaged with the Summer School but really because I do not believe any of the existing parties can solve what seems to me the important issues in the political campaign. It is evident that the time is not yet ripe for the sort of party which in my opinion would be most useful in our very unsatisfactory foreign relationships and rather tangled affairs at home.
