Chicago, June 9. --  Jane Addams, representing the Woman's International league for permanent peace, presented the following planks for the Republican platform:  The restoration of a constitutional guarantee of free speech, press, and assemblage; universal physical training for all public school children; that the United States take the lead in bringing about world disarmament; that greater efforts be made to bring about friendly Mexican relations.
