My dear Mr Holt
May I tender you my congratulations upon the passage of the Bennett bill and the authorization of the commission which is so significant.
I am sure that no one is so responsible as yourself for the entire situation.
I was very sorry not to meet you two years and more ago [page 2] when you were in Chicago [although] I much enjoyed your address before the Peace Conference -- I shall hope to be more fortunate when you come to the city again. Faithfully yours
