My dear Mrs. Odell: --

In Mrs. Park’s absence your letter of March 21st has been referred to me for reply.

I am very sorry that it will not be possible for us to make a place on the program of the Convention of the National League of Women Voters for the three foreign representatives of the Women’s International League.

I am sure that you know of the Pan American Conference of Women which is to be held in Baltimore in connection with our Convention. Because of the international character of this meeting our program, which was made out early in the Fall, was submitted to the Secretary of State for his approval, and it would be quite impossible for us to suggest any additions or changes at this time.

I am enclosing one of our preliminary programs.
