My dear friend,
"The provisional draft of resolutions" for The Hague Conference was read at our branch meeting ↑called↓ yesterday for the purpose. After discussion it was approved unanimously with two exceptions. And of these exceptions, one was approved with only two dissenting votes.
This latter point was the endorsement of free trade, almost unanimous.
The one point disapproved was the final clause in section 2, "giving the League of Nations power to distribute and withdraw mandates." This was disapproved.
It was on motion ordered that a recommendation of the Levinson plan for the Outlawry of War should be sent in this letter by the secretary. This was with a view to immediate action on this point, in case there was delay in carrying out other points in the draft.
