For your personal and confidential information, we are submitting to you a tentative draft of a suggested letter to Mr. Hughes in reference to the latest Dominican loan.

In this letter we have rigorously refrained from raising any issue save the single one of the legality of this loan. We have preferred to put this in the form of questions, reserving positive statements and references to other than strictly legal considerations for a later communication.

We still have time for revision and would appreciate very much any suggestions from you either as to form or content of this communication.
