My dear Miss Addams:

I realize that you are appealed to from all quarters of the globe for assistance in aiding various organizations to continue to function. Nonetheless, because of your personal interest in what we have been trying to do and because I know you would regret the enforced cessation of our efforts, I am now telling you frankly that we have come to the place in our finances where within the next two or three weeks we must determine whether or not we can go on. [We] must somehow raise approximately $10,000 during this month.

On the various issues which I discussed with you when you were last here, particularly the matters of reparations, Mexico and disarmament, we believe that we are working effectively and, at least in reference to the first two of the points, in a way being done by no other organization. For instance, we are next week submitting to Mr. Hughes, who has said he would be glad to receive it, a lawyer-like brief, which is an attempt to show that ex-Senator Fall's demands on Mexico are not merely unneighborly but unjust and unprecedented. We are also considering in consultation with various people here the possibility of a public investigation of our relations with Mexico, similar to that which you and your associates have just completed for Ireland. I need not, nor could I, in a letter go into the details of our efforts to induce the new administration to [throw?] the weight of its influence on the side of moderation in the reparations controversy.

If you could be instrumental in raising for us, possibly through Mr. Bass or Mrs. Blaine as much as $1,000 it would help us a good deal not only to continue but also to make us feel that it [page 2] would be worth while. We also hope that you will save a little time for us when you come on this weekend to attend one of our committee meetings to talk the whole situation over.
