My dear Miss Addams:

I am enclosing for your confidential information the draft of a suggested program which the office is submitting to the Executive Committee at its next meeting. If you could find the time to go over it blue-penciling it and returning it with your comments I would very much appreciate it.

It is my very strong personal conviction that the ratification of the Treaty will give us as a people, at once the greatest opportunity and the gravest responsibility which have ever been ours in international matters. If we can be fully worthy of the possibilities many of the [worst] phases of the Paris settlement can still be rectified.
