Alas, I am sorry to say that Miss Tarbell feels that her health will not permit her undertaking the arduous duties of the Tariff Commission. I cannot help hoping that she will yet alter her resolution in the matter, but at present there seems no prospect and I must hurry the appointment as much as I can.
Thank you very warmly for your word about the note to the belligerent Powers. I knew that you would sympathize and am happy to think of your sympathy.
