I am very grateful for your kind letter of July 26th and I quite agree with the wisdom of your suggestion.
As International Chairman, I think I have never made any appointments excepting that of the Committee of three to receive suggestions as to our Congress After the War. I am sending you a copy of the letter which is going out to the Secretaries of the National Committees that you may see what that appointment is. The three members appointed on this Committee are from three neutral countries and were suggested by the Committees from those countries in the Copenhagen meeting. The appointment which you had in mind, however, was not a definite appointment, but was the acceptance of an offer of help which the Central Office seemed to need sadly at that moment. I am sorry for the difficulty which it caused.
