My dear Miss Whitney:-

I have known Miss Todd for a number of years and believe she would do the work you have in mind very well indeed. She has the qualities which ensure successful promotion and is, as you know, a very attractive speaker. 

I feel sure she would be a very helpful officer in such an organization as you contemplate. I am afraid I shall have to decline to go into her work as factory inspector in Illinois because it was of necessity complicated with other local conditions.
